I want this app on another device, do I have to purchase again?

No, you do not have to purchase it again if you are using the same account credentials. On your new device, all you need to do is make sure you are using the same App Store/Play Store account that the purchase was made with. It should say download, if you are certain that your new device is using the same login and it still says to purchase, please contact the app store directly. We do not have access to any billing information, they take care of that for us.
